Does this issue only occur when you open the Safari app icon?
Or does this issue occur when you turn the iPad and/or when you open any other app or setting on the iPad?

Thank you. Please open Settings app icon, then tap on Safari option on the left. Then tap on option Clear History and Website Data on the right. Then tap on Clear / confirm. Then open Safari app icon, and it should work fine now.
