I have a new Samsung Galaxy J3. Am having problems setting up my email account with *****@******.***. Phone says there is no network. No options appear for outlook.Please help.

Are you able to open the Google Play Store on the phone and search through and install an App? this will show us if the phone has internet, which is needed.
