Unplug the power cable from the TV and let it sit for 10 mins after 10 mins push and hold down the power button for 45 seconds on the tv without connecting the power cable. Release the power button and now connect the power cable and power it on from the TV power on/off button.

If this reset process has not worked, it would unfortunately confirm a hardware failure. That is something that would require repairs to correct. Is the TV less then one year old if yes then it is under the Toshiba factory warranty.
