I am making enquiries regarding my Grandsons who were born

I am making enquiries regarding my Grandsons who were born in Britain year 1997 & 1998 their father is British and mother French. one of my grandson has just turned 16 and his mother is making become a French National without their fathers consent even though his father has a Court Order in place stating that he has Parental & Residential rights.
Can you tell me if she has the right to make my grandsons sign paper to become French National?

However since the child is over 16 there is no action that the father can take I am afraid
