if my partner and i get married, do we have to change our existing surnames on existing accounts/paperwork to our married surname or can we keep our existing surname?
We are thinking of a double-barreled surname.

Whichever part of the Uk you are in you do not have to change your name on marriage unless you wish to do so.

However if you both wish to double-barrel your names following marriage it would be best to change your names using a Change of Name Deed (there are free templates available on line)
