Hi there ,thanks
I just had to confirm this as there is 3 different set ups of temperature control on the cougar

Ok your system(manual temperature knob ) with A/C is controlled by a Electronic temperature flap control motor from the knob to the temperature control flap on the side of the heater box
In most cases this issue is caused by a stuck temp flap at the heater box
In this case the temp control motor would need to be removed and the flap worked back and forth uding a suitable Allen key or torx socket
To free off the flap mechanisim
thus you only get hot air as the flap is stuck in this hot air position

If this doesn't solve the issue then the wiring would need to checked from the climate control unit to the temperature flap control motor (most commonly the motor that is faulty )
This includes part of the centre dash display being removed
