Have 2005 Honda Accord diesel. Car starts but no throttle

Have 2005 Honda Accord diesel.
Car starts but no throttle reaction - does not rev. No fault lights showing

Car was being looked at by local mechanic as there is an occasional staring problem when engine has been running; sometimes it does not start and the primer has to be used.
Starting from cold is fine but need to keep the revs up a bit so it does not stall otherwise it runs off and we have to use the primer.
Fule pump pressure is fine
