2 of our downstairs radiators cool down before getting to temperature set on controller. Even tried putting sensor in cold places. Thank you.

Perhaps they are furthest away from the pump or boiler and get the least heat?

They are both quite close to the boiler. Furthest away gets v hot.

Ok, do they have thermostatic radiator valves?

No. They were removed.

Not sure.

ok, try this, but do it from cold to follow the heat.
Turn off all your radiators and then open them 1/4 turn only.
Run the heating for 10 minutes and check the radiators.
The ones that are warming leave alone, the ones that are not then open the valves another 1/4 turn and run for 10 minutes.
Repeat until they are all heating.
