I have a Potterton Suprima 40L. The boiler will only ignite

I have a Potterton Suprima 40L. The boiler will only ignite when there is a demand for hot water. If the hot water tank is at temperature it will not ignite, but does if I turn the thermostat up. I can only have CH on when hot water is on. Can you help please

yes I have had the cover off. I can see it open and close when I operate the thermostat on the hot water tank. it also opens and closes when I operate the main thermostat

What does it do when you have the heating on only?
Does the valve open and then the pump and boiler kick into life?
