Hello,

If possible, I would advise you to renew your passport whenever you are in the UK as it is easier to do so from the UK.

In the UK, you may use the premium same day service at a cost of 128 pounds or you may use the 1 week fast track service at a cost of 103 pounds.

You may apply from Netherlands, the process may take up to 6 weeks at a total cost of almost 103 pounds, see here how to do so:
