My american girlfriend wanted to leave from Heathrow to Munich

Resolved Question:

My american girlfriend wanted to leave from Heathrow to Munich (BA 0960, departure 15:05) on Thursday, June 18th, 2015. She has been denied Boarding because she did not have a so-called BPA of 1,500 GBP on her. Even though she had a return ticket, the Immigration Officer told her that German passport control officers would not allow her to enter German territory whithout this amount od Money.
I contacted the German Embassy in London and Berlin, there is no such requirement from the German side.
Is this a scam or due to a crooked officer ?
