Hello,

There is no right of appeal against the refusal of a visitor visa.

She may re-apply for the visa and address all the issues which led to her original application being refused. It is very important to show that she will return back home at the end of her stay in the UK and she should show family, economic, property ties etc back home .

Hope this helps
