Hi there

A marriage without a marry certificate is not valid as long as the person who get marriged could be prevously marrigied with somebody alse or another reason
So that it is because alwaysis compulsory to have it prevoiusly

So, the wedding could be valid but no the inscription in the civil register who is going to denied the marriege until the certificate will be not provided

Thank you
