Hi, I want to take legal action against facebook. What do I need to do?

It is a Republic of Ireland VAT related question. My company is VAT registered in UK and we should not pay any VAT to Facebook for business advertisement purpose but FAcebook charged us 23% VAT for all business advertisements we did in Facebook for our business. I requested them refund for several times but they still not giving me any solution. it is over 3 months now.
