I'd suggest checkiing that the cold temperature you're seeing on the gauge is in fact real

as I've known the temp sensor to become faulty and so produce low readings

this is best confirmed with a thermal probe of some kind on the cylinder head of the engine once its been running 10 minutes

although a simpler test is to check if the heater is blowing any warm air when set to full hot
