Thereis no hard, fast rule. Under the Disability Discrimination Act the business hasto do all that is reasonable, it is as vague as that. There is not actually aduty (depending on the building and business size and space ) to providedisabled facilities at all. If disabled facilities are provided, then to makethem exclusively for use of the disabled is actually positive discriminationand is illegal in itself.

Thesituation you describe is extremely common. In our offices, our men's toiletdoubles as disabled. In my local Costa Coffee, there is just a large disabledtoilet for everyone.
