Customer Question

I am starting a new company. The idea is very simple As an Ex driving examiner I am offering to sit next to a 'L' driver in the driving instructors car and carry out a full 'assessment' of their driving. (exactly as on a Driving Test) Instructor will be in the back of the car. It will be the instructors learning car. I cant find an insurance to cover this venture, because as far as I can assertain, this has never been done as a business before. What can I do. Where can I go to get insurance.
