Received rates bill from 2010 to current year 2013, no

Received rates bill from 2010 to current year 2013, no notification or reminders was sent in 2010,2011 or 2012.
in 2013 they bill for all the years outstanding and want to take us to court for the whole amount.
We did not receive any bills as surely they would have taken us too court in 2011 for non payment of rates.
What can we do as we have never received any bills, we are paying weekly at the moment the court date is 27.2.13.

What to say in court to them to accept that as a struggling company we cannot pay anymore than £200 extra per month on top of the monthly £652 per month.

Where do we stand as they did not take us too court in 2011 for past rates bills and they have billed 4 years and requested the full amount of £19,368 can they do this?
