We are a small business. Two years ago we took on the adjoining unit. The electric meter was missing. Our landlord (The council) said they did not authorize the removal of the meter. Soon after this I received an invoice for 'electricity supplied' from Opus energy who had removed the meter. This is still ongoing, and despite numerous letters and telephone calls, together with Emails indicating the missing meter (3 wires in free air) they are now taking legal action to recover the alleged outstanding invoices.
