I was parked on a dropped kerb accessing a now closed petrol

I was parked on a dropped kerb accessing a now closed petrol station not obstructing pedestrians and received a parking ticket for quote:-

"Parked with one or more wheels on or over a footpath or any part of a road other than a carriageway"

I thought if there was an existing right of access I couldn't be issued with a ticket?

Either I haven't made myself clear or you have misread my email, I wish to know if the ticket is invalid due to the fact I was parked on a dropped kerb and NOT a footway.
