Are you asking if a bankruptcy petition can be presented in an english court in such circumstances? the answer depends upon whether the Irish citizen is normally resident in an EU country or has been resident in the UK in the last 3 years. If their normal residence is in the uk then yes. If their normal residence has been in Ireland then no - the petition should be presented in ireland.

Ok but if the person has not been resident in another EU country then a petition can be presented in a UK court. It is only if they are resident in another EU country that the law requires the petition to be issued in that country.
