I am in a situation where I am continuously contacting/harassing and individual when they do not wish for this to be happening but cos of situation i have i canr stop myself if i was to turn myself in would the police take away any means of me contacting

You can hand yourself in to the police but without a complaint from the target to confirm that your conduct is perceived as harassment by them, the police would be powerless to act.

Alternatively, I suppose you could lose at ways to stop. If you are using a phone then delete their number etc.
