a neighbour renting a property who had many 'very noisy' parties have had their rental refused to be renewed after we have (and many other neighbours) complained about the anti-social behaviour, which has never been dealt with by the police. the police it was indicated as an undetectable crime and is likely to go away. However, I am not happy to accept an unsubstantiated accussation. How can I proceed to take action against this false accusation?

You could always threaten to sue the person concerned with malicious prosecution, which is where you are likely to be prosecuted due to false evidence and false complaints being made against you.
