How was the £16k agreed? Was it in writing?
On what basis did he claim the £4k extra?
So he took the car?
I am surprised the Police did not do anything. You should try again because this is Theft under the Theft Act - he ie assuming the rights of the owner, when he has clearly sold it
If this does not work you should issue proceedings in the County Court either for the vehicle that it is delivered or for a refund of the £16k.

You are asking the Court for an order that he 'delivers up' the vehicle or the £16,000 back.
The court will issue the claim and a copy will be sent to him and he will have a limited time to defend it, if not you can enter Judgment and ask the Court for a hearing if you want it delivered up.
If the matter is disputed it will be set down for a hearing and a Judge will decide what to do.
But it seems to me that he is being dishonest and this is a criminal matter.
I would not be fobbed off by the Police and go back and see them and see someone more senior.
If he has been dishonest this is an offece.
If he sold the vehicle to you and took it, this is an offence.
If he sold the vehicle never intending to actually give it to you, this is fraud
