I just need to know where we stand legally if our existing door and frame is adequate and where I can obtain an "expert" report re fire regs?
Can you check at all re the agreement?
Is it in the agreement he can make these changes to the property?
We had permission to install the gate and the front door....unfortunately we do not have the agreement re the front door as it was done some time ago
But is there a clause in the rental agreement that allows the Landlord to make these changes?

Definitely.....Both in terms of security as the Landlord is not prepared to re-fit thye gate...It is OUR RESPONSIBILITY and our door is a solid sheet of pine with hinge bolts and steel protective sheet
I'm sure metal frames will withstand flames better than wooden

Yes. What you should do is get an independent expert report on your door and if you are concerned about the new door is to then show it to the Landlord.
If the Landlord refuses to accept it then you can refuse to let him do it and he would need to seek a Court order as to the door
You would have an opportunity to defend it, show the Judge the report and let the Court decide whether the Landlord can install the door

Sadly not. If the agreement allows for it then the Landlord has a right.
You need to show a Judge that it is not of the same quality and would not be as good.
But that is why you need the report
