He can not claim the land. The land is registered to you.
This means that the land will always be yours. He would only be able to claim it by waiting 10 years then submitting a claim to the Land Registry, even then the rules have changed and they would write to you (assuming you still live there) and ask if you objected to him claiming it. If you did then his claim fails.
In any event you can do what you want on your side of the land. You can have the 6ft fence and your neighbour can not stop you.
He can not damage our cut down your fence in any way was this would be criminal damage
