If there is a weathervane which has fallen and caused damage to the roof of a building which is leasehold, who's responsibility is it, please.

I am not sure I would have thought it was put on when the property was built.

Yes collects building insurance which apparently covers me for allowing me to have my property on the land.

I cannot confirm this without knowing but your demised lease will normally cover the area you live in. The landlord is responsible for the maintenance of the structure (including roof) and buildings and maintains this through the collection of a service charge.

If the weather vain has fallen off and damaged the roof then this will be the landlords responsibility to fix. It would most likely be an insurance claim.

Have the managing agents responded or simply ignored you.
