Hearses and principal mourners up to a maximum of 3 vehicles are allowed to park on the public highway, they are not required to apply for a dispensation from the traffic regulation orders, e.g. See here:http://www.pembrokeshire.gov.uk/content.asp?nav=838,1695,1826&id=21886

just parking is not completely blocking the road. I asked about blocking the road ie. no traffic could pass .

Wilful and unreasonable obstruction of the highway is a criminal offence, so to answer your question, unless there was a lawful cause for the funeral to block the highway for 45 minutes, the answer to your question is no, they are not.
