Does my neighbour (semi-detached property) have the right to monitor sound levels from my property. We are a couple in our 60s and are not noisy and the neighbours have not approached us regarding any grievance.

I am afraid yes they may do so as long as they do not encroach on your property and are monitoring from their property or a public place.
