Resolved Question:

Is a verbal agreement to employ a manager for a rock band legally binding if the manager is already acting as manager but the band are divided about whether to employ him further?

Verbal agreements are just as binding as written ones for employment purposes. The employer is legally obliged to issue written statement of terms and conditions of employment within 2 months of the employee starting work.

However, if the manager has been employed for less than 2 years, you may terminate his employment by giving notice, he will not be entitled to claim unfair dismissal.
If he is employed for more than a month but less than 2 years, all that is required as a weeks notice or payment of wages in lieu of notice if not notice period has been agreed otherwise in your verbal agreement.
