I bought a flat at the end of September 2013 It remained unoccupied

I bought a flat at the end of September 2013 It remained unoccupied until it was let on 24 th Oct. There was no furniture in it . I live in the Borough of Havering and the flat is there also. Am I liable for council tax for this period?

I am saying that you are not entitled to a discount and yes that you are liable for Council Tax for the period September 2013 until 24th October 2013

Pre April 2013 you would have been entitled to a discount but the rules changed. So now sadly you are not entitled to a discount
