I have wrote a letter thanking someone for their interest i running a course and gave them details about timings and payment but have nothing accepting this is this binding as the course has been delayed.

I have been told that the course is being delayed and so will not start as suggested. I do not have an acceptance in writing from the person who responded to the request all i gave them was original course dates and what the payment would be I was just told that they would leave their current job. I

They have said that they want compensation as they will have left their job for this and asked me for a letter detailing what would happen but I stated this was a response to an enquiry and they never wrote back. The delay is out side of my control.

Am I liable to pay as i do not have an offer of acceptance from them only a verbal response to what I asked. I then wrote to them thanking for enquiry and advised them of what was required.

No it was a response to enquiry about delivering the course. But they have not written to say they would run this just talked about it.

Please do not worry. You are not liable.

The fact that you were advertising something just amounts to an invitation to treat with them. They did not make any clear offers to you and you did not accept any. In any event, you may not have had places for them.

If its just that they made the rather foolish decision to leave their job before confirming the place then that is a matter for them for which they will have to be responsible.

There is really nothing more to this than that. You are not liable.
