We have been sold a mortgage by a bank and where not told that it was in swiss franks and that the rate would alter so the cypriate government have said we should make a legal claim first in uk then Cyprus. But who do I go to

I have done some additional research and it seems that you may be time barred as the time limit to bring your claim ended on 31 December 2013 from what has been reported here
