On 6th june I went out into my garden having heard the sound

On 6th june I went out into my garden having heard the sound of a chain saw and found a complete stranger in my garden in the act of cutting down a tree growing on my property. He was doing it for my neighbour who was present in his garden. He had neither informed me of his intention or asked my permission.
He also seems to have arranged someone to cut the top off a large tree in the centre my garden-a particularly nice specimen. He is a council tenant but I own this house freehold.What do you advise? Can someone employ another person(or ask the council) to do anything to my tree or even enter my garden without my permission?

It's trespass to your property if they've cut down property on your territory.

What about the council or whoever he has asked to do the other tree Is it definite they cannot do work I don't allow. he says it sheds his garden for 3 hours a day

If it's overlapping into their land, they can chop that overlapping part off. But not the bit in your land.

Having shade is no reason to chop down your trees!
