it was their grandmothers and she died, I knew her grandmother as I have lived here since august 1969
Ok you can report it to the Police
Even though no criminal offence has taken place in terms of what is in the note and banging it would certainly amount to harassment
A person must not pursue a course of conduct—
(a)which amounts to harassment of another, and
(b)which he knows or ought to know amounts to harassment of the other.
Therefore if you report this to the Police they can go around and warn the neighbour
If the neighbour continues then they can prosecute
Or you can issue civil proceedings yourself. You may get fee remission for this depending on your circumstances
But you would need to issue proceedings and a Judge would decide whether there has been harassment and whether or not to make an injunction
If an injunction is granted it can stop this person contacting you direct or indirectly.
If they breach the injunction this is considered contempt of Court so they would be warned, fined or sent to prison
