Does my landlord have to do gas and electric checks every year?

If the boiler doesn't work, ( hasn't worked for 14 weeks ) can I refuse to pay the rent?

Yes, he does. In fact, he doesn't only have a right. He has a duty to ensure that the gas is checked every year. It doesn't extent to electricity so far but its good practice and he certainly has a right to conduct these checks.

You cannot refuse to pay the rent but you do have other options. You can complain to Environmental Health and they would be interested in this if the boiler powers the hot water. That would get the landlord to do the work if they issued an improvement notice.

Failing that you can do the work yourself and deduct the exact cost from rent.
