My husband and myself have lasting power of attorney for medical matters for my mother in law. We have occasion to speak to a doctor about her mental health, but the doctor says that in addition she needs to sign a consent form Is this right?

Has the LPA been activated? You need to file it at the Office of the Public Guardian? https://www.gov.uk/power-of-attorney/certify-copy-power-of-attorney

Until the document has been activated/registered you wont actually have any power over the affairs of the donor.
