Is it illegal or unlawful to park on the pavements in Scotland. If so, what can be done about it in order that it be enforced?

If there are no council published parking restrictions, such as yellow lines etc then there is no actual parking violation. However, the vehicles could be causing a nuisance or obstruction which would mean you would potentially have various remedies:
1. Obstruction of the road and pavement which is potentially a police matter if there is a danger to road users or pedestrians.
2. Common law nuisance neighbour to neighbour. A civil remedy called interdict may be appropriate. This is an order from a civil court stopping the parking.
3. Breach of title deed conditions. Again there are civil remedies available.
