There are several options available, some free, some involve Court
You should first complain to the Chief Officer regarding the conduct of the Council
That office will investigate the matter and report back to you
This department handles all the complaints so not involved in the actual decision
If you are unhappy with the response then the next step is the Ombudsman
They are independent of the Council and will review what has been done and say whether it is correct and proper

Finally you can consider a Judicial Review. This is where a Judge of the High Court considers the actions taken by the Council (including stopping people speak) and decides whether their actions are legal and reasonable
A Judge can agree with the decision or remit it back for further consideration
Clearly High Court matters you would need a Solicitor and therefore need to pay for representation
But if you win the Judicial Review then you should get costs awarded
