Hi my brother was privately renting and receiving housing benefit.

Hi my brother was privately renting and receiving housing benefit. His house was accidently burnt down - 100% loss. He had contents insurance and landlady had landlords insurance. Landlady was unreachable for two days so council took responsibility and are re-housing him. Is he entitled to his deposit back?
