When a new Act of Parliament comes in it will either repeal the whole of the previous Act or Sections if it.
The Landlord and Tenant Act 1985 does not supercede the 1954 Act as such
The footnotes to the 1985 Act state "An Act to consolidate certain provisions of the law of landlord and tenant formerly found in the Housing Acts, together with the Landlord and Tenant Act 1962, with amendments to give effect to recommendations of the Law Commission."
The 1985 Act does take precedence but it modifies parts of the 1954 Act.
So it adds or amends the 1954 Act.
For example Section 13(3) of the 1985 Act modifies Part II of the 19654 Act.
