Convicted of drink driving in 2012, I have to undergo a medical but the law did not change until 2013, can it be applied retrospectively

No but that is not what is happening here.
The power of the DVLA to demand a medical does not arise from the date of your conviction. It arises from the date of the consideration of your licence by the DVLA.
So, if your application for a new licence had been considered before 2012 the power would not have existed and they could not do this.
Since they are considering it now they do have the power and they can.
They are not trying to apply it retrospectively though because it isn't the date of your conviction that is the issue here.
