You can object and take a number of steps with no cost
1) Speak to your Councillor
Send a letter and object. They are elected by you and as such should act on your behalf
2) Write to object
Set out the reasons why you object.
3) Write to the Chief Officer and make a formal complaint
That office will investigate the complaint and report back to you
4) Write to the Ombudsman
The Local Government Ombudsman are independent of the Council and can examine your complaint for free. They offer an independent service and can be contacted at: www.lgo.org.uk
5) Write to your MP
They are also elected by you and as such are able to consider complaints on your behalf

I would not go into too much detail but say you have a condition which means you leave the car outside your house and having the Clearway would present difficulties
