Our neighbour, a tennant in social housing, land lorded by

Resolved Question:

Our neighbour, a tennant in social housing, land lorded by Merlin Housing, persistently fails to maintain the exterior of her property, such that in summer, the grass grows, as hay, to a height of about 5', or 1,5m.
The land in question is about 12m x 50m, and is covered in unkempt grass, brambles, and other flammable scrub.
I have approached Merlin, but they have failed persistently to take effective action.
Is there any effective legal remedy.
I was thinking in the lines of Ribee Vs Norrie.

You can say if you saw vermin then the Council would have a duty under the Control of Pests Act 1949
