We are freeholders of a propery in London, there a 5 flats

Customer Question

We are freeholders of a propery in London, there a 5 flats in the building and the front stairs need repairing. One owner does not want to pay where do we stand in getting the money from them?
We have spent a year trying to find the best deal. We need to fix the steps as the bottom step is not legal and they are unsafe. Everyone else has agreed to the repair but if the one owner says no we still have to go ahead. Can we take the money from their tenants directly? I've heard that this may be possible.
