my funds are being held in central bank of portugal becaues of non account holder online charges . the charges are very high i cant afford to pay them . they have given me ten working days . what can i do?

How did your money get there and who is asking you to pay these charges? It doesn't sound right

I told by central bank of Portugal.if you can't help me just say please.the funds are on transit from Spain, Portugal is the connecting bank.so when the funds reached portugal they asked for AML certificate. Which I had to get one.so when I represented it. Before they can release the funds they are asking for handling charges

This I am sorry but this sounds like a scam.
The central bank of Portugal does not have individual accounts and they can easily deduct these so called charges from your funds.
I would strongly advise you not to send anyone any money.
