Is there any clause in the agreement with the agent that allows them to do this?
they have not signed an agreement with the agency. The only agreement between the two was that the landord gave permission to the agent to rent their property as serviced accommodation. The landlord has now instructed them to stop and return all property belonging to her
Ok - then no they can't keep hold of it
There is no contract allowing them to do this.
If there was an agreement and it did allow for retention of keys then there would be no argument.
But as there is no agreement then no - the agency can not hold onto the keys
