You have to seek their consent. Nobody can get access to another person's DBS unless they consent.
The police and courts can get a print out but that is restricted to those with lawful vision.
If the person consents then he can apply for any information held upon him and share it with you.
If you are an employer then you can demand a DBS check as a condition of employment.
