The costs and time involved in setting up a non resident trust depends on the professional you engage to assist you with this process and what you are able to agree with the professional e.g. One professional may charge you £5,000 and take 2 weeks to set up the Trust, another may charge you half this amount and take double the time.
I suggest you shop around i.e. Get in touch with 2-3 solicitors to see what costs and timeframes they are willing to work with.
