I got caught on the 28th November 2014 ., I have just received a intention to proscecute letter yesterday the 17th march 2015 is that legal.

Did they get the Notice of Intended Prosecution originally within 14 days?

british car auctions only provide information on who the driver was.

If BCA got the NIP within 14 days then yes it is valid.
It is the 14 day period of the initial NIP which is important. However if the original NIP was outside the 14 day period when they had it then it is out of time.
If they did it within 14 days then it is valid.
So you need to check the BCA.
